Introduction
Delhi’s air pollution and its hazards in terms of health & environment needs no introduction. World Health Organization (WHO) urban air database revealed multiple times that Delhi is extremely polluted and every day counts in order to get back the city to safe levels.
Scope
The assumption while writing this document is that reader is well aware of Delhi’s pollution problem, and this document is not intended to look into Delhi’s ailing pollution problem but potential solutions and measures that are already attempted and that needs to be taken in order to reduce it. Also, the idea of this document is keep technicalities away from the conversation and present the solutions in an easy to read, understand and comprehend format.
Background
Delhi’s pollution issue and discourse on the topic usually warranted grinding a political conversation concluding that governments did nothing to stop or had the will to do it. Further beyond, nexus and corruption is attributed for the misery costing lives of Delhites. The reality is Governments are generally reflection of people’s response and priorities. Responsive citizens push governments & get them up on heels. Truly Delhites got pollution issue to the top of government priorities chart. Many steps were taken in the past and innovation & commitment to address the issue is growing by the day.  
The hard reality is - going back in memory lane about history of Delhi’s pollution should be beyond politics. Understanding how initiatives already taken helped Delhi and how learnings of the past can be imbibed to make things better for future should be top most priority.
Stakeholders in controlling pollution in Delhi
Addressing pollution problem is National capital is far more complicated than anyone can imagine. 3 different governance layers - The MCD, Delhi Govt, Office of Lieutenant Governor all have some stakes in tackling this problem. Also, central & state level institutions like NGT, Delhi Pollution committee, Central Pollution Control board have role to play. End of the day, bigger role in order to take back “Right to breathe fresh air” can only be dreamt when citizens, civil society, media, charities, NGO, elected representatives & law enforcement agencies understand that addressing pollution problem warrants avoiding blame game and become a stakeholder to be part of the solution.
Assessment and Monitoring of Delhi’s pollution
Before even getting to solutions and measures, it is important to understand if right monitoring is in place in Delhi so that measures can be taken and impact can be felt.
Air pollution data in the capital until recently is taken from 28 monitoring stations – four run by the DPCC, eight by the Met department and the rest by the Central Pollution Control Board (CPCB). This count is far lower than monitoring station is other developed countries. The Delhi govt  now has procured 20 new air monitoring stations which takes the count to 48 on par to developed countries and that gives real time data of pollution parameters. They are being installed in different areas -- residential, industrial, hospitals, schools, colleges and stadiums --- in order to give a true representative character of air pollution.
